You can use OruxMaps Mod APK for outdoor activities. A map viewer that can be used both online and offline.

The app supports a variety of map formats including GeoPDF, GeoTIFF maps from the USGS Store, .ozf2, .img Garmin (vectors only; full support not provided), and .mbtiles.

This program can be used as a WMS and WMTS online map viewer. You can access online maps from the application. Save online maps to your device for offline use.
